After being rescued from the Quarter Quell, Katniss finds herself in an underground city in District 13 which was supposedly destroyed in the uprising years earlier. With her home in District 12 reduced to rubble and Peeta held captive in the Capitol, Katniss agrees to be the face of the rebellion placing her at the centre of a plot to unseat President Snow.
